Before you drive a vehicle with a maximum authorised mass of more than 3,500 kg in Norway, you need to have a toll payment tag and an agreement with a toll service provider.

How to get a toll payment tag

You have two options:

  • You can have an AutoPASS toll tag sent to you by post, by entering into a user agreement online with a toll service provider.
  • Upon entering Norway, you can collect an AutoPASS toll tag at customs stations along the border and on cross-border ferries. The tag will not be valid until you have entered into a user agreement with the toll service provider that issued the tag. When you are at the border and have received the tag, you need to enter into an agreement with SkyttelPASS via the link below.

SkyttelPASS can be contacted in one of the following ways:

Mandatory tag for heavy vehicles

All Norwegian and foreign motor vehicles with a maximum authorised mass of more than 3,500 kg registered to a business, the national government, a county administration or municipality, or in other ways used for business purposes, must for all operation on public roads be equipped with a valid toll tag linked to a valid agreement for the payment of tolls in Norway. A toll tag is not mandatory for motorhomes and other vehicles registered to individuals and used solely for private purposes.

The mandatory requirement does not apply to tractors and motorised equipment. Similarly, the requirement does not apply to vehicles connected to NATO military headquarters, foreign NATO forces, and forces participating in the Partnership for Peace. Nor does the requirement apply to vehicles that have been adapted for military purposes and are owned by the Armed Forces.

It is the user agreement for the toll tag that links the tag number to the registration number of the vehicle. If the tag is moved to another vehicle, the user agreement must be changed. A fine will be issued upon inspection if the tag number is linked to a different registration number. Vehicles with a maximum authorised mass of more than 3,500 kg in the Vehicle Registration Certificate must have a user agreement for heavy vehicles and pay the toll rate for heavy vehicles, rate group 2.

Vehicles registered to private individuals and used for business purposes must have a tag. For example, transport in connection with running your own farm, on behalf of an employer, or for which payment may be obtained.

The legal basis for the mandatory requirement for a toll tag can be found in Sections 13, 31 and 31a of the Norwegian Road Traffic Act (vegtrafikkloven) and in the Norwegian Regulations relating to the mandatory use of electronic payment unit in motor vehicles above 3.5 tonnes (Lovdata, Norwegian only).
